Jolly Legal

Firm Background

Jolly Legal focuses on two core practice areas: catastrophic personal injury litigation in Houston and complex construction defect litigation. The firm represents clients in high-stakes matters involving catastrophic injuries, major construction failures, and technically complex disputes. The practice emphasizes direct attorney involvement, technical understanding of the issues, and aggressive advocacy when litigation becomes necessary.

Both Norman Jolly and Cody Jolly grew up competing in high-level motorsports, where preparation, discipline, and performance under pressure determined the outcome. That same competitive mindset that once drove success on the racetrack now carries into the courtroom and shapes the firm’s approach to litigation.

Firm Approach

Jolly Legal maintains a focused practice and intentionally limits the number of cases it handles so that each matter receives careful attention and strategic oversight from the firm’s attorneys.

The firm’s combination of trial experience, technical background, and litigation focus allows it to handle complex cases involving engineering issues, construction failures, and catastrophic injuries.

Norman Jolly

Trial Attorney Construction & Personal Injury Law

Norman Jolly’s background combines technical education, competitive discipline, and decades of litigation experience. Growing up, he was heavily involved in motocross racing and became one of the top riders in Texas during his youth.

After his racing career, he pursued a mathematics degree before attending law school and becoming a trial lawyer.

Early in his legal career, Norman served as a prosecutor in the District Attorney’s Office, where he gained extensive courtroom experience handling criminal trials and developing litigation strategy.

After leaving the DA’s office, he entered private practice and began handling complex civil litigation, including major product liability cases. His work included litigation involving the Ford Bronco / Firestone tire defect litigation. DuPont wiring issues, and large-scale housing defect matters.

Over the past two decades, his practice has focused heavily on construction defect litigation, including representation of governmental entities and property owners in disputes involving defective construction, structural failures, and major building defects.

Cody Jolly

Trial Attorney Construction & Personal Injury Law

Cody Jolly also grew up competing in motorsports alongside his father. Together they raced go-karts across the United States and internationally. Cody became one of the top racers in both Texas and the United States during his racing career.

That competitive background shaped his approach to preparation, discipline, and performance under pressure.

Cody later earned a degree in mechanical engineering before attending law school. During law school he competed in national mock trial competitions. Cody and his team won the Mock Trial Championship for the Southeastern United States region, competing against law schools from Texas, Louisiana, and Mississippi. The victory marked the first time the school had won that regional championship.

After law school, Cody joined the firm and began working on the construction defect side of the practice, gaining experience with technical construction disputes, engineering issues, and large-scale defect cases.

Today, Cody focuses primarily on serious injury litigation, representing clients in cases involving catastrophic accidents, major vehicle collisions, and other catastrophic injuries.
